Demask makes these type of pants in latex.  you can get them with or without the balls.  Problem is, they do not have a store in the states anymore - you'll have to order them on-line and hope that customs do not hold them for too long.

they're kind of flimsy and degrade. better to get a rubber or vinyl harness from aslan-leather.com and plug in your favorite dongs.

From sextoys.com. Three varying size dongs come with. No rings to secure, the dong base sits behind the hole and is supported by your body. Haven't been able to try it, if you ever come to DC I volunteer to be a guinea piggie!
