You have to have completed a number of reviews - apply to join - not automatic.  There's also a Provider Only board and an Agency Only board.  Those boards also have requirements.

On the discussion boards tab - more - (right most selection).

This particular topic is probably more of a back channel thing (Private Message) IMHO - but I am not a member of the RO board - so I have no real idea.  Actually probably not a TER thing at all.  

This appears to be a real life thing (I know nothing about it!) and it is really unlikely that "the community"  will get it right.....
