I'm going to Tblisi in March for business and was wondering if anyone had any knowledge about the hobby scene there.

There are some places in the world where you shouldn't hobby.  A former satellite state of the former Soviet Union is one of those places.  Corruption is rampant there; ask yourself if it's worth the risk of getting ensnared in their legal system.

I figured as much but thought I would see if anyone had first hand knowledge.  
Too risky otherwise

I have been to Georgia, my simple advice to you is, DON'T DO IT!!!
