Do you have TER membership?
There are a lot of hot local ladies listed in the Vancouver section of TER, with very high ratings. Also hot ladies, usually from Toronto or Montreal, will be visiting at any given time. The ladies on TER tend to be high-end. Use the filters on the search function to screen for what you want.
Honestly I think TER is better than the local board for tracking down hot high-end ladies. The ladies that advertise here are often high profile advertisers on the local board anyway, and have more informative reviews here than on the local board.
Main agency is Carman Fox. Most ladies are independent and tend to work out of Yaletown.
Lots of MPs. The iconic one is Swedish Touch, that is where Ben Affleck screwed up his relationship with Jennifer Lopez, yes, before Jennifer Garner.
The iconic independent is Angel of Surrey. But try Lucy Lake if she has returned from Winnipeg, she's a PSE. She couldn't do GFE if she tried, but what a great lay!
The local board tends to review ladies from Leolist, it's like BP but better. The hope is to find undervalued - and inexpensive - gems, these are usually Asian.

Using your criteria, I applied them to the TER search filters and came up with Pipa and Lacey, both with Carman Fox, both well-reviewed.
