Which Prepaid Card is Best

I went to the local drug store to pick up a prepad card (for obvious reasons).  There are 3-4 different versions of a Visa card and at least 2 different Master Card debit cards.   As far as I can tell, the only difference is the packaging and the issuing bank.  Maybe I'm missing something.

You didn't say anything about international (non-USA) payments but you can no longer use prepaid CCs or GCs to pay for TER or for other transactions on non-US sites. That's the federal law change to limit sending anonymous "cash" to foreign terrorists.

The other caution has to do with GC Scams in general, which also applies to PP CCs.  I don't know how much it happens anymore, but scammers used to tamper with plastic cards before sale or copy down numbers and then just computer monitor balances continuously. When they get a hit, the computer empties the card. Goodbye $$$! You can buy a card at the corner store and it will be emptied before you get to her hotel halfway down the block.

The safest GC, I am told, is PayPal GC. The recipient cashes it into their PP account which is linked to their real bank account (for which the bank needed real ID, real SSN, etc. to open the account).  If scammers cash a PP GC into their PP account, there is at least a paper trail.  Unlike reguar PP payments (your PP account to her PP account), PP GC is "cash" and they don't know if she bought it herself or where the cash came from or what it is for.

I still believe that cash is king, but I'm old fashioned that way.

PayPal's CC may be safe, but if they follow the same policy as PayPal, it is not a pal to the hobby.  If PayPal suspects that the funds in an account is the result of the "sex industry" it is frozen and the account closed unless the account holder can prove otherwise.

A knowledgeable and experienced Provider who posts regularly to Newbie and General (I forget who it was: Steph? Debbie?) said that PP Gift Cards (not PP CC) work OK. Cash in a store buys a card; the card is loaded into the online PP account in order to buy birthday presents or a rare $1000 PEZ dispenser. Who knows where the cash came from? Not PP. The Provider's PP account is not used for anything related to PP restricted activities. She's just a regular Jo buying stuff on-line.

When John uses his Paypal account to transfer $$ to Provider's Paypal, now PP might want to know if there were goods or services related to the transaction. And if they can connect the dots, THAT'S where the major trouble and seized funds come in.

Get more input! I am not an expert on this! I use cash, nothing else. Do not blame me if you try PP Gift Card and it doesn't work. It's just the way that I understood it.
