Is it a red flag that an agency is writing its own reviews when the providers in someone's review history predominantly come from the same agency?

If this is not an established agency, I'd stay away.
If it's an established agency, there are two possibilities:
1) He's a regular who gets a discount for writing reviews. I worked for two agencies that had clients like this. It does make the accuracy of the reviews questionable, but it does not make the reviews fake. (In my agency's case, those clients' review history was diverse - some agency girls, some others as well).
2) It's also possible that he just really likes this agency, and isn't getting any special treatment. He sees their girls a lot, and reviews each time.
How do his reviews compare with other reviews written about those same girls? If his are consistently among the very highest scores, I'd say he's a shill. There are some other indicators, too. If he seems to be a shill in general (high scores, history of shilling on the boards), then he'll be an attractive candidate for ANY lady/entity who wants some good publicity.
Thank you very much. That's great info. From what I can discern, this agency seems to be a spin off from a more established agency (same ethnicity and cities) but doesn't have a body of reviews yet (no gold stars). I'm leaning towards your point #2 and will look again with your suggestions.
Going through the various screening processes, and in my experience, agencies are more thorough than indies in this regard. Consequently, some hobbyists are content to just see girls offered by the agency they're already approved at. I only used one agency the first four years I was a hobbyist, because I didn't want to go through the hassle of getting vetted by another one. I also saw indies during that time that had less-rigorous screening.

...as you can see from many of my reviews of them. Some are glowing, and some are terrible. I am still a regular there because one of their locations is three blocks from where I live, they take appointments on very short notice (once only half an hour in advance), they are one of the cheapest agencies in New York, and they have a wide selection of the types of women that I like (Latinas and Eastern Europeans). I keep coming back to them for those reasons and because I have had some of my best sessions in New York with some of their providers.
