I've never used an agency for my own various reasons, but yours is a great example of why it can be very useful to be known to a local agency or two.
If you're set on independents, obviously your best bet is someone you've seen before. Even barring that, I can tell you that with 411 and a few okays this is possible. Not a guarantee, it depends on the circumstances, but possible.
Another good option to keep in mind is an MP. I'm honestly not crazy about them, but if you're familiar with/to them, they can be good for some "right now" relief. A good one will get you multiple pops. Won't be nearly the same experience you'd have gotten with the woman you researched, booked, and got stood up by, but you'll have some fun and save enough money to book someone for tomorrow. lol
An agency girl NCNS. There have been occasional last minute cancellations due to illness, injury or family emergency, but the agency will give me a choice between two or three girls that are willing to take over the appointment I made for the original girl.
But if one doesn't like to waste the V, try waiting until you've gotten the OK to come in, then dissolve it under your tongue. It can be possible through p411 with Ok's, and a good verification to make that happen last minute or if it is a regular of mine I can probably make it work. My suggestion to this maybe a agency. I know you may not want to hear it but that could be the best in a last minute bind.
They only one's that can literally fit things in last minute are an agency from my experience.

I have to say I get requests fairly often for meetings withing 2 hours, (which is my requested short notice window)
I wouldn't think 3 hours would be a problem and I thought I got ready really slowly!
I try to never rush a lady. Mainly because I would like you to be on time.

It's always good to have a regular (or go too) or be good with a couple of agencies. Agencies are are great on short notice. I don't have to take pills to fuck but I do get the need on short notice.
