I recommend that you allow non-VIP providers to white list. A provider does not gain directly from white listing someone, other than being a good neighbor.
By the same token, only VIP hobbyists can be white listed. I think this is a great value for membership, which will encourage more people to purchase VIP membership.
Aren't reviewed providers automatically VIP? At least partially? I thought I read that somewhere on this site.

They must have reviews, and link them to their profile. In return they get PM and full access to their own reviews.
