With the current functionality of reviews only providing one location for the provider touring providers will often have their reviews show up in either the last place they visited or their home base.

Minis are largely limited to providers with fewer than 4 current reviews (newer than 3 months I think).  

While we can ask that the admins update the profile that may take some time. Allowing mini reviews for traveling providers who have their reviews showing elsewhere should be allowed regardless of the number of reviews in other locations or their age. The mini could be used to server 2 functions -- the current one of quickly letting the local population know of a new touring provider while the reviews are being approved and to notify the admins of a need to update the providers profile location.

Ideally the last could be fixed by simply tying the location to the review rather than the provider's profile. There would be some aspect to think about here -- such as how to search for all reviews for the provider (TER ID seems the obvious way) but would allow a location search to return the reviews that were made by local mongers.
