I used to live in SF before I moved to LA.
IMHO, the reasons for no kissing are fear of STD and SO/boyfriend factor. I have read reviews about a popular LA provider that is a porn amateur who used to provide DFK, BBBJTC and sometimes even Greek. Now she is living with someone and there is only CBJ, may be a kiss on the lips.
May be because of the preception of the larger gay community in SF than in LA and more STD awareness in the Bay Area, I noticed that most of the SF providers do CBJ while quite a large percentage of LA providers do BBBJ. It is easier for someone to move from BBBJ to DFK.
There are lots of low cost completition (especially the Russian agencies) in LA than in SF (It is expensive to live in the Bay Area 
), hence independents are more willing to offer more down here.
(I am going to get flame for this one) IMHO, lots of SF providers have deadbeat boyfriends (in other ways, they are more into love) while a large amount of LA providers are foreigners or would-be actresses that are more career orientated; hence less attachments to SOs.

I echo your sentiments. There is magic in a passionate kiss. It makes the entire encounter as close to a GFE as you can get.
There are two primary reasons for them not wanting to kiss.
1/ They consider it to be too initimate/emotional. Hence, you may hear them say that "kissing" is reserved for their boyfriend/husband.

Like you, I am support our local talent. However, over the past few months, it is my observation that the local talent pool is slipping...
1/ Some of the local talent have poor etiquette, and ethics.
2/ Some constantly hustle. They watch the clock intently, and aggressivley try and upsell.
3/ Lack of truth in advertising. Rampant playing of the bait and switch card.
4/ The entire experience is TOO mechanical and distant.
5/ Upon receiving several good reviews, a few change their attitude/quality of service (for the worse).
Having said that, I am CONFIDENT that there are DIAMONDS in our neck of the woods. I will be mining for them
