Mueller would not have to show probable cause that crime had been committed at all but only that the target is a non-US person located abroad (check) and that a significant purpose of the surveillance is to obtain foreign intelligence information, a pretty vague standard (also check).

I suspect this is how he got the Facebook content, so it is hardly the big deal identified by your article and it does not necessarily mean he has probable cause that a crime has been committed.
