Call it what it is like you did for crack cocaine in the 70s,80s and 90s , "The War on Drugs" .Now that the drug problem is affecting a different demographic you are calling it a "crisis".  

 Back in the 70s,80s ,and 90s the jails were full of people of color.Today you are providing treatment and rehabilitation ,and nobody is  going to jail. Do you know who introduce crack and guns to the black communities ?  I bet you don't,.

And with racism and unemployment those communities became easy prey .The sellers became addicted to the fast easy money.

As for the Opioid problem ; Afghanistan that we invaded is the worlds largest producer.
Go do some research, and then apply common sense ,and you may learn a lot.
