Watching some legal beagles last night saying Comey has a duty is to immediately hand over to the DOJ any evidence that could be illegal. He cant just sit on it as you suggest. I don't know this to be a fact as a lot of this seems to be murky, but that was the scuttle butt last night.
When the acting FBI director took over, he stated that there was no interference in the Russian probe, something he would have had to know before making that statement, had Comey informed the DOJ. Also Jonathan Turley weighed in and said this is very unlikely to be obstruction for the reasons he states in my link. This seems like Comey getting revenge on Trump for political purposes, not for illegal activities or impeachable offenses.White House denies it, of course. Well, at least this should push the story about Trump's Russia leak to the back burner.
The GOP animal house is trying hard to look the other way.

But a memo, is only a memo..It'll be a "He said, it said". trump will deny it, of course and that will be that. Now if there's a tape, then watch out. It's a "meh" moment as far as I can tell.

Contemporaneous notes are widely held up in court as credible evidence of conversations. Comey is more likely to be believed than Trump. Except for injecting himself into the election, he has an outstanding reputation. Read how he stood up to George W. Bush, Alberto Gonzales and Andy Card and kicked their asses:

The White House will have a record of who entered the Oval Office, who left it, and when. Also Sessions and Pence will have to testify about what Trump said when he asked them to leave. If it corroborates Comey's memo that makes it even more credible. Beyond the fact that Comey, whatever mistakes he made last year, has a record for ironclad probity.
