Is anyone having trouble accessing the TER from a mobile device?  

Turning off wifi has been the only way I've been able to access TER on my phone. I can't get on TER through any of my desktop browsers.

I'm thinking there may be an outage depending on location. I can't access the TER on my PC using my local IP, but when I change my IP location to California (or a bunch of other states I have tried) I can bring up the site just fine.

Just checked Twitter. The site is going through updates.

FBI or possibly Putin involved in denying site access and hacking.  

There seems to be some DNS issues, specifically with Cox. Using the Google public DNS (8.8.8.8 or 8.8.4.4) solves the issue. Doesn't seem to be a wide-spread issue or a DNS cache poisoning problem as it really only seems like Cox has the issue.

That's why switching off WiFi fixes it. You are using your mobile provider's DNS.

Or just use a tor exit node instead then your ip address would not be there in case the servers are compromised.  But then if you get charged for data or don't have a data plan you should use an exit node.
