North Tempe/Midtown Phoenix are the best places to stay if you would like to make most of Phoenix residents happy. Phoenix is spread out and going from eat to west can take an hour or more during rush hours. Central / Midtown balances things out.

There are some nice hotels and restaurants in Scottsdale - most fun area for a visitor. But you might miss out on people living far west .

Can't help with steak places - I am a vegetarian ...

I've been to a few and they've all been great. Donovan's, Ruth Chris's, Mastro's and Shula's are some of my fav. Still plenty more out there I'm looking forward to trying.
