for VIP members only, including gals who have limited free VIP as a function of having a profile on TER and requesting the service.
If you do not have VIP and PM service, then by all means do give out your email.
As a newbie, you should consider paying for VIP by the month, ~$30 per month, payable using anonymous Gift Cards. That gives you TER PM immediately and you can stop renewing as soon as you get your first review and requesting free limited VIP which includes PM.

I think that the requirement for posting an TER Ad is (1) a link to your TER profile (if you have one) or (2) a link to an ad on the web THAT HAS YOUR CONTACT INFO in it (phone, email, etc.). (What good is an ad w/o contact info?)
