I'd like to know if I should be on the lookout for scam artists on TER.  As in, are some providers with TER ID's scam artists?  

but yes, this hobby does attract it's share of fishy characters who try to scam.   That can work both ways as well.

 
Sticking to gals with lots of good reviews, however, should ameliorate that problem for the most part.

 
As for having a TER ID number, a gal can have that and not even be a TER member.   All that takes is for a TER member to review the gal.   I suspect that there are thousands of gals out there with TER profiles who never even heard of TER, much less joined.   On the other hand, there are gals who are VIP members but haven't yet gotten a review, so no profile.

Sounds like you're not, otherwise you'd know the answer. I read new reviews and come across scam artists all the time.

but I don't take them as gospel, but yes, you can generate a general sense.
My concern spawned by a provider with 2 reviews: 1 scored her great, 1 scored her a scam artist

to reach a valid conclusion. You need more reviews to establish a consensus.  

Advice given to newbies (and it applies here) is to see well-reviewed (6 or more reviews from established hobbyists over time) providers.

As KK said, newbies should stick to providers with 6 or more good reviews with at least half of those coming from clients who wrote  more than a few reviews themselves. The case you site typically means the first review was a self review ( or written by her pimp, friend, boyfriend, girlfriend etc.,) then the second review might be a real review coming from a real client.
