luv_women is correct, rare-escorts has a free template with a full set of features. With some effort, you can put together a nice site. Many of the gals on this board have used it successfully.

It's weird cause rates in so many cities are soooo different!
But seriously, you need to figure out what the rates are in your area, and try and stay around the middle. If you are too low, there will be those who think you are not good enough. If you are too high, then you will not be busy at all (in most cases).
Try what you think is a good rate, and then if you are too busy, you can raise it for new customers. One thing that many men find very bad is someone who raises their rates after they have been seeing her for a while. You usually need to "grandfather" in current customers.
