If they have concerns, walk them through the process to show how easy it is.

Read thru other posts that begin like yours: "How can I get reviews?" and such.  Replies typically include:
post ads on your regional ad board
participate on your local discussion board
consider paying for VIP for one or two months (you can pay with an anonymous gift card) so you can use PM (personal messages) and read Juicy Details
CONSIDER SOME SORT OF DISCOUNT, but keep it within TER's rules.

"May Special - $100 off if you have posted TER reviews."  
Someone with reviews is more likely to review again (I think; no real data on that).  
You can promise a newbie with no reviews that he can have a double discount on his second visit after his review of you gets posted.
Keep the discount period limited or people will think it's forever.  
You can always renew the discount period: "June Special - $100 ....." until you have a few reviews and maybe a few regulars.

Some cities have more TER guys and some have less so it's hard to predict when things will click for you. And your own scheduling is a factor: one client per week vs 10 clients per day.

Run a small special

Just run a small special, like the others have said. Most importantly you have to be patient. I know having  reviews is imperative for other screening websites, but you also want good reviews from good clients. Every time you get a inquiry from a TER member ask for his handle and look up any reviews he has written, so you get a feel for what type of reviewer he is. No worries it will get better, just be patient and get your name out there.

Consider contacting a provider in your area who is reviewed to see if she needs a double partner etc...I try to help people.  Hook gents I know who enjoy meeting ladies to newbies that I can verify.  I am sure there are more people like me out there.  

Running specials can help...or offer a return special if they write a review.  Contact the gents who said they would.  They may have just gotten busy and forgot OR wrote one that the admin did not approve so they need to log in and go back to improve it so it publishes. They other thing to check is was it going to be good...if it was not, some gents just say nothing rather than something.   Chemistry is elusive and a diamond at best so true gentlemen give you the benefit of the doubt and do not trash your reputation before it gets started.

After the session, don't be a "clock watcher". Instead chat with them, and in the natural progression of the post-coitus glow, you can play it coy and be like "I'm fairly new to this, is there anything I could have done to make it better for you?" or "wow I really enjoyed it, I hope you did too, anything you'd like to see me wear/do next time?" etc etc. Just get them thinking about your performance in a "review" kind of way. Then you can bring up that a review would be greatly appreciated.

A lot of providers also do a "reviewer special" (leave a positive review, get a discount on future visits) but personally i find that sketchy.
