I finally got my website to look like something. So I post my website on my regional board but it wasn't posted. I am not clear if I need the shinny banner or just a TER banner to advertise my website. If I need the shinny banner how do I get it or do I need reviews to get that one?
Can some help me out with this?

The link you posted was not your "website," but is your website, it is your profile on one of the reference services. Unfortunately, these profiles can not be posted on the boards, nor be used in reviews, because the require a membership on another site in order to see your contact details.
Do you have your own website? If not, there are a few free templates out there that with a little effort will get you started nicely. Once you have your own site, follow the instructions in the link below to get it listed on TER, and getting the badge.

I have never seen them before a couple of weeks ago. Now I see them everywhere. Did I just not notice them before or are they some type of new template?
