Then say something like, feel free to write a review. Don't say anything about it being a good review or anything that might be construed as pressure to write a review or pressure to write a good review.
TER doesn't allow any discounts or special favors for a review.
A blanket TER discount should be OK.
I also happen to think "established TER members [meaning "with reviews"]" should also be OK.
So a new member who joined just to see you would not get that discount. Tell him, wink wink, that if he publishes a review on TER, he will qualify.
As xyz said, a specified time is better than unspec'd so that guys don't become complacent or put things off ("Oh, I'll call next month and ask about the special.") and are not disappointed or angry ("But your site said DISCOUNT for the past year! I want the discount NOW!").
Depending on how things go, you can run a limited promo and keep repeating it until you are where you want to be.
"February Special: Established TER Members get Discount X."
"March Special: Established TER Members get Discount X."
"April Special ..."
You can get monthly paid VIP for around $30/month using anonymous gift cards as payment.
With paid VIP, you can read the reviews from TER guys asking for your time. That is another form of screening for you. If all of his reviews say stuff that you don't do or make you think that you won't be a good match, you can decline to meet him and avoid the risk of disappointing him and getting a bad review.
Do NOT just trust regular email or text for proof of a TER ID. Guys have been known to steal or borrow handles and say, "Oh ... I can't PM right now because my VIP lapsed." Either PM back and forth on TER or get him to post a "secret" message. In regular email, you send, "So I know it's really you, reply to my post and end your post with this: 123#456&789. No one will know what it means except me (and you)." If he says he is mrfisher but he can't log in and post the code as mrfisher, then he ain't mrfisher.
