Why does a reviewer post "none" under services and then in the review go on and describe the service

I've seen this in a couple of reviews lately and I don't get it.

I believe the first review is the template.  After that, the provider has to change, through admin, that these services are offered.  Now, if you are seeing a first review where this happens, I'm guessing an oversight on the reviewer, going too fast, not double-checking.

The first review sets what is in the profile.  Subsequent reviews do not update the profile; that has to be done by submitting a problem report with sufficient documentation that TER will accept it.

The new ter site is fucked up that's why.
