I've not noticed whether one choice looks better than the other, the visual quality is so dependent on the individual and whether the implant is subglandular or submuscular. I applaud her choice to enhance them if she's not happy with their present size or appearance. A small C sounds about right especially if she has a small frame. 'Tis better to start off smaller and see how that goes before opting for the 34DDDD look right away.

It has been a while

I remember from my past that a few ladies mentioned that why their “new” breasts feel/look so natural is the surgeon and how much she wants to spend… I had this flashback to the series Nip and Tuck LOL

Also, I'm not sure most men know what sort of implant the provider has ... I would feel inappropriate even asking if she had implants, though often is seems likely (extremely perky and slight underboob incision scar.)

Contrary to the post above, it seems many of the google results say that silicone is more natural feeling.

I prefer natural breasts. They are lovely to hold, cup, and fondle whatever their size.  
I prefer women who feel comfortable in their sexuality with their natural attributes.

Some say that Implants increase income but the costs, risks, and sexual issues like loss of nipple sensitivity are negatives in my mind (see citation).

Sure, clients and providers have diverse views but count me among those who screens for natural.  I love to fondle a natural A, B, C, D, DD ...

Silicon is supposed to look and feel more natural.
If there is any kind of a rupture, saline is easily absorbed into the body.
Contrary to what was reported some years ago, silicon is not particularly risky in the event of a rupture.  I of course am not a doctor nor do I play one on TV; this is just what I've read on websites such as the FDA, etc.

For my part, I've never asked a woman which kind of implants she has.  For me the most important part is how do they look and feel and I prefer them to look and feel as close to natural as possible.

... because it will make HER feel good, not because of what guys will think about them.  As evidenced by the posts above, guys are all over the map on this subject.  Some think silicone feels better, some think saline implants are better, and some prefer no implants at all.  So I think focus should be on what she wants, vs what guys might like.  

And I also hope she's getting good professional medical advice and she's asking other women about their experiences.  I know some providers who are very happy with their implants.  And I've also heard some horror stories.  

I can't fault someone who feels her breasts are as attractive as they could be, such as in the image below.  But due to the risks of any surgery, I myself would be hesitant if the reason was merely to have bigger breasts, rather than to correct or improve some issue with shape.

I’ve had several faves get implanted.  One told me she was getting hers “tomorrow.”  I haven’t seen her since.  I had seen her ~20 times.  Someone else is paying for her implants - not me!

For some unknown reason - to me at least - it seems that the percentage of TER ladies in Atlanta that have implants is double the norm.  Good-thing it’s a large city and many non-implanted TER ladies are there to choose from.
