Why would a shoot out with police in Tijuana  lead you to say that? Here are just 2 links about shoot outs in America, which happen every day in this country, but you wouldnt avoid Houston because of that, or San Diego, or Virginia at this point.

The main reason is there is always tension between LE and Drug lords down in TJ.  Several cops have been shot in TJ, out in the open,  that have been blamed on the drug cartels. Even some reporters for local newspapers down there.
A shoot out in TJ is not as rare as one in San Diego, Houston or Virginia.

Shoot-outs are very rare in TJ, especially when you are talking about drug cartels.  Now planned assasinations in non-public places are an entire different story.  

I do recall murders at a restaurant, but these cases are rare.

Well I value your posts, so I stand corrected.  Just seems like the media has had a few in the last few years.  But like I said, you're one of the posters who I value their posts.

I would say execution style murders are more common...two sides shooting back and forth is not common around here....the cartels generally send someone or a group and 50 shots later there is a victim who never touched his gun.

A little late to the thread but from what I heard this was a situation where some drug guys went in to rescue one of their guys and the cops won the shootout for a change.

And apparently for a change EVERYONE on both sides wasn't a cop.

Maybe things are getting better?  Nah...
