Sorry Ashley, but there is not a single, true, universally accepted definition of PSE, anymore than there is a single definition for GFE.
I would say the most widely accepted definition is more one of attitude than list of menu items. I would say kind of like the difference between "making love" and "fucking". PSE is more of a balls to the walls unabashed fuck fest and not a tender love making session.
I would also have to say that at a minimum Greek and BBBJ have to be offered to make for a PSE. I would also like to bet that several people are going to disagree with "my" definition, and most likely they will be as "right" about the definition as I am. lol
In California, PSE was defined as having CIM and Greek on the menu. More recently, it is being used by hobbyists to define a girl that has BBFS on her menu. Even been a few recent ads touting PSE on Cityvibe. Its actually more prevalent in the Bay Area than SoCal, but as you can imagine, there are crazy risk-taking hobbyists that are all over these girls. They're making a shit-load of money, but for how long until the odds catch up to them? Unfortunately, many girls who have offered it are starting to see the enormous risks they're taking and are leaving SoCal for work elsewhere where hobbyists are content to play safe.

And testing is NOT reliable - it is reliable with reputable performers because in theory they wont want to risk their careers by being reckless. If they contract something serious EVERYONE finds out. yes and some would say no at this point in time. The term is in a state of transition. Used to universally mean CIM and Greek on the menu, but a large number of hobbyists are using it lately to indicate BBFS is on the menu, so it depends on who's speaking. If you look at the SF CV ad board, you will see a number of girls blatantly advertising PSE. From the intel I get from locals there, every one of them is offering BBFS. If BBFS is NOT on your menu, I would phase out using it in advertising or you're going to get some customers that you don't want.
Generally speaking PSE DOES NOT include BBFS! Like I said in my reply, it's everything EXCEPT BBFS.
I don't think there is a "true definition" as the nature of services are individualized and intimately unique for each person.
However... There DO seem to be clusters of definitions.
1. The ever icky BBFS crowd will have you think it means "like porn stars do it". (Conversely, the same crowd will ALSO say that the GFE experience is "truly" BBFS because that's how "girlfriends do it")

I recently asked a Provider this very question. Not that I asked for it, I didn't know what it meant myself. She told me her understanding of PSE was playtime being a little "rougher." For example; spanking, face fucking etc.

It seems like the main thing people disagree on is whether or not Greek is part a porn star experience. If so many people disagree, then it can't be part of the definition. Even if it was at one time, we can see by reading this post there still so many people who don't think Greek is part of a PSE that nobody can assume that that's what somebody's asking when they ask about a PSE.
I've also had several people contact me believing that PSE means that they can take photos and videos of the session. I didn't see that mentioned above, but that is also a fairly common misunderstanding.
When people ask me if I do PSE, I say that it depends on their definition of the term. I also tell them that the money they pay me is for my time only, and I send them to my website to read the etiquette and screening pages which will explain how to use TER.

The acronyms are meaningless. Anything two people choose to do with each other is not the defining criteria. No judgments, it's just not what we are talking about. The criteria for PSE is really simple:
