Specifically El Cajon.  they arrested 108 on ELCajon Blvd this week and impounded cars.  people are asking.  do they keep your car until you pay find, or do they just keep your car forever?

The City of El Cajon assumes ownership of vehicles seized from people arrested for soliciting prostitutes.  The accused can request a hearing before a judge to determine whether the vehicle was confiscated legally. The owners – whether they were the person arrested for the crime, or not – have two days to request an administrative hearing, the results of which may be appealed to the Superior Court and beyond.  There are similar ordanances in other cities and astonishingly, they have been withstanding judicial scrutiny (shouldn't the value of a car be an excessive penalty for a misdomeanor?)
