Agency bust about one year ago in my city.

The owners the the Agency mentioned above were arrested and released on bail but have not been arrained in court. The escorts that were listed with the Agency are either with other agencies or are now independent, but some are out of the business completely. Given that no clients were arrested, although the police were interested in the clients that reportedly had sex with one escort that was not of adult age everything has been pretty quiet. There appears to be no danger in seeing the escorts that worked for the busted agency as they appear to be doing business as usual. Would it be typical for the owners to not be prosecuted since so much time has passed and if they get back in the business would it be a safe agency to visit.  Just wondering if there are any thoughts on this.

Arraignment usually happens very quickly.  The defendant is identified, charges are read, pleas entred, bail reviewed, set dates for next proceeding.  Now the cases may have been closed by means other than trial...    

Kind of a long shot but there may be a problem with prosicuting the case for some reason.

The agency owners would have to be stupid to go back into the business in the jurisdction where they were busted.   There would certainly be a bullseye on their back & they'd likely be surveilled when ever the cops get bored.
