Can LE get nude in Arizona?

I have been thrown off ever since that therapist was arrested on Oct 4th.   I mean did the cops get a hj  did they get  
nude.   It never said there was an agreement to buy sex for x amount of money.  So how did this become a charge?

Can some enlighten me.

Legally LE can get naked and even have sex but its out of policy in most of the U.S. and clearly in Phoenix.

However, stings are far easier either by getting the companion to offer something sexual for a fee or catch customer leaving a place they have surveillance on and scaring him into admitting he got sex for a fee - he is not charged.  

I have told this before but there is a police report from the Phoenix Temple bust of 39  where an undercover was in bed with a "goddess" He played shy keeping his shorts on.  He tried every trick in the LE book to get her to say he would at least get a handjob for his "donation."   She was too smart for him and he called off the bust.  

Sadly she was still indicted for association with a criminal enterprise felony as many were even though there was no sex offered to most undercovers.   All pled mostly to felonies which will be with them forever, for probation instead of prison.  

The leader is now in prison who took it to trial and was convicted by jury even though there was no "fee arrangement" just a donation AFTER the session with no agreement before.  She is now in prison.  No one was convicted of prostitution just association with a criminal enterprise (whenever two or more workers work together or have a driver, phone person etc makes it a "criminal enterprise."

Thank you, DAVEPHX for your insight.  I know a few girls that will be shocked to know LE can get nude.
