Every provider I have ever met has let me DATY, I don't see why they wouldn't, hell at least for a few minutes they get to lay back and let us lazy SOB's do some of the work, LOL.
I have had a few tell me they didn't really care for it as much as giving a guy oral, but usually will not stop you from doing it or turn you down.
..at the proverbial "Y" is certainly a passion of mine. Being a virgin at the whole "provider scene", I've gotten mixed input regarding whether or not this delight is allowed by most "providers".
Any comments?

Both BigPoppa21220 and spinner have given you some great advice. I have never had a lady tell me no, but I have heard of times when the guy was not real clean that a dental damm was used.
I would not know how to act if a woman asked me to use dental damm, I'd more than likley look at her like she had three heads then retract my offer of DATY.
I would be like that as well. I just can't see it.
