I am sorry if I am spoiling your fun with UN conspiracy theories - maybe the UN budget would be a better target? I figure you won't read much beyond this sentence - but others might want to know what Codex really is.
Codex was actually an invention mostly of the US to help promote international consistency in food regulatory and trade issues that would increase US exports of agricultural products after WWII. It falls under the general UN budget but is actually run by two UN-affliated organizations based in Europe - the WHO in Geneva (food safety issues) and the FAO (regulatory and trade issues) in Rome. At the time it was a good idea and has helped but now Codex is just a cesspool of international trade back-stabbing led mostly by the Europeans. The fiber thing has more to do with limiting US exports of breakfast cereal - or at least limiting the ability of US food companies to compete against European companies with US-style product claims. This sort of thing is usually led by European countries who love regulation and hate anything that looks like strong competition in a free market when it comes to food and a lot of other products (ask Intel).
It would be a lot more fun if you were correct and there was this big nasty UN conspiracy about fiber - but Codex meetings are unbelievably boring and the people who attend them are mostly carrying out missions that are far from secret: namely, screw all the other countries in the world for the benefit of my county's economy.
