Um no! That is crazy
Becoming a SB does nothing to improve your immigration status, in fact, quite the opposite since the INS could interpret the behavior as being prostitution which would probably speed up your deportation rather than delay it.
Perhaps the appeal is that you could somehow snag a husband out of the deal, but that is quite iffy and besides, the INS often views marriages as a sham when it involves some kind of taint like this, so there's very little help there.
As a prospective SD, the billboard is kind of a boner kill as it would lead me to wonder if the SB who responds is an illegal alien and might somehow involve me with the INS, or be seeking to coerce me into marriage.
Are you sure this isn't a photo shop job done by some troll with an awe to grind against the SD/SB scene or immigrants or both?

If they were actually advertising to immigrants, the sign wouldn't be in english. Its in english so that people get astonished andstart talking about it and sharing it which is exactly what's happening here.
