I am no fan of Oakland or the East Bay but Oakland has changed a lot in the last 20 years. The town has reinvented itself due to the gentrification movement and now has a large yuppie population. There are still a few hoods you would not want to be in at night but every major city is like that.

When you run specials all the time, they aren't really specials, they are your regular rates. Many girls I know in Las Vegas will run convention specials when there's big event in town. The specials are only for the duration of the convention, and then they expire. I think problems arise when there is no time limit on specials.
I just think asking what's already there is just tacky. Maybe the girl doesn't want to quote prices over the phone for "security" reasons so THAT'S why her info is detailed along with "I do not discuss rates. What you see are posted. As of late I have seen ladies posting a rate of $400 or better and then discounting it for early scheduling by as much as $100.
That's marketing themselves even though it is nothing more than knocking down their higher than other's rate down to what the local ladies normally charge. It's all perception by the buyer and to see the word "DISCOUNT" it is perceived as a special and men are drawn to what they mentally perceive as a discount.
Men also are drawn AWAY from a provider who constantly bitches gripes and complains on this site....and claims a thread as their own when it doesn't go their way.

Many guys have over spent. They are trying to make a correction by cutting back on spending and will only spend when they see a price at the level they want. So if they see a special they will go for it. I remember there was a Ebony GFE TER provider who raised her price from $300 to $400/hour. When she could not get money from her sugar daddy she would offer a discount. Many times she would post her special as a algebra problem to figure out. Those who could figure it got the $200/hour special or $400/2 hours.
Some providers are very strict in keeping there rates. They will choose to tour out of their local region to get the price they demand. One thing that you might find is that some areas where the cost of living is cheaper there not that many quality GFE providers. As a result the local hobbyists are willing to pay the standard rates.
