I have never played with these but I've been intrigued for quite some time. I tend to be very tactile so I think they would fall into my realm of pleasurable torture. 
Any advice would be greatly appreciated. I've done a little research online for purchasing but I have yet to make the investment for I want to ensure I'm getting the right value for price.

I have and personally use the KinkLab Neon Wand. It comes with 4 different attachments and it costs right around $150 depending on where you get it. you can also buy an attachment called the power tripper, which lets you make yourself or your partner conductive.

I love my violet wand (well, my boys love it..ok, maybe not "love", LOL!). I never really got any pleasure out of it having it used on me, but they are great fun!!!
Two things - don't buy an antique one for play, and don't get a refurbished one. There are people who refurbish them and sell them as used, but I wouldn't trust it, you are much better off buying brand new.
There are so many attachments you can get now, I have even seen rope that is designed to be used with it so don't be afraid to spend decent money on one, the entertainment value alone is well worth it.

You should play with one first. I have a pretty expensive one which I use infrequently. A couple of months ago had a great CBT session with lots of straight pins and safety pins in my sack. Mistress had a great time with the wand on those pins. She got some great video on her phone of the torture. I would be wary of the cheap versions. She bought one and it didn't have any power.

I purchased mine from Violet Wanda many years ago. The kit was quite expensive (between $700-$800), but at the time I was very active in the SM community and knew I'd get a lot of use out of it. Is it necessary to invest so much? Absolutely not. A wand, body contact conductor, and one or two electrodes can keep you busy and happy.
I probably wouldn't go back to Violet Wanda, only because the customer service was terrible. If I wanted to buy any more attachments or components, I'd probably go with Dr. Clockwork. He spends a lot of time vending at community events around the country, which has helped solidify his reputation as a personable, knowledgeable, and trustworthy seller.
I have a very old Violet Wand that works just fine. Bought it in a store that sell old stuff for about $40. I no longer need.
