I don't think it is TER doing that. You may have visited a site that keeps trying to open up new windows with ads even after you leave their site. I'm not sure WHY this has started to happen, but I've seen it occasionally. It usually goes away after a reboot.
When I visit TER, I get these huge colored pop up ads, and that happens occassionally when I visit some other sites. I have used Ad Aware, and have the regular pop up ad blocker active.
Any suggestions? Does it happen to others as well? Seems like something in my Explorer/Browser needs to be re-adjusted.

It's normal for the top area of TER to have color banner ads. Those cannot be prevented by a popup blocker.

I have never seen a pop-up triggered by TER.
Regardless of what is resoonsible, I would highly recommend getting the Google toolbar. In my exeprience it does a great job of blocking pop-ups.

Yahoo's latest toolbar also blocks them, although I haven't had much experience with it so I don't know how good a job it does. (Alhtough I would expect it to do a good job)
