I read this as he was looking for a provider between the ages of 52 and 78. I thought that was a very specific range. Then I realized those were route numbers.

thoroughfares numerous times.
On that note; I'm pondering the reason the San Diego Transportation Planners
named all of the freeways with those particular numbers?

Interstate 15 is part of the Federal Interstate highway system and was numbered based on increasing numbers going from west to east, with odd numbers flowing north/south and even numbers flowing east/west. Since I5 and I10 are west of where the I15 was built, 15 was the next number in order. That much I knew already. I had to Google how state routes (52 and 78) were chosen. http://www.cahighways.org/num-cahwy.html will give you details. I live just off the 15 between those 2 routes so I'm familiar with all 3. I'm also old enough to have not grown up with Google or any of its predecessors, but also have the distinction of being one of a small handful of people who used the Internet before it existed! It was originally a military project called the Arpanet and there were only 250 or so computers connected to it. Of course, back then computers took up an entire room and the idea of having one on your desk (or phone) was laughable. That makes me really old.

I honestly thought the designated numbers had to do with
North-South indications as noted by
the freeways; the 5, the 15, and the 805, and the newest 125 toll road by Chula Vista.
As far as the 54, the 52, and the 78, I figured East-West designators, with "even"
numbers... That's all I surmised, however I never googled it.

To the other three respondents, there is a reason that this board is once again as silent as crickets. Another hobbyist with reviews comes here seeking a referral and you three provide nothing but childish comments. It's little wonder that everyone has bailed, yet again.
I think if the OP wanted more information, he should have been more specific. That area, along the 15, between the 52 and 78, is a huge chunk of San Diego. He would have been just as well off had he asked for a provider in North County inland instead. Of course there are providers out there...let us know what your looking for and maybe we can help.
