a university administrator retired there recently, bought a house right on the water, and loves it.  His only problem is that he is of Hispanic heritage, and looks the part, but was born here, so he doesn't speak Spanish.  It cracks the locals up that he looks like one of them but doesn't understand when they start talking to him. The other thing is that he comes up to San Diego twice a month to buy American groceries.  

Bottom line from him:  Its NOT too good to be true.

I know multiple people who live in either Rosarito or TJ.  A few have properties on both sides of the boarder, while others have moved south permanently.  None of them have regretted it.  With the variety and pricing in TJ, I'd be lying if I didn't say I've thought about getting an apartment down there (yes, there are nice buildings available, even to San Diego standards).
