As you describe it, it is not a VIP or PM issue. It is a matter of knowing the correct account name for PM.  

Currently, PM is linked to a HANDLE name, not a Profile Name.  A Provider named "Mary" might be using a TER account handle name of "sunny-girl-69" (made up names as examples).  

You can submit a suggestion to the Suggestion and Policy board to do what you ask, maybe along the lines of:
1. Add an "envelope" or "send PM" link to Profiles.
2. If Profile is linked to a valid TER Handle,
3. Then, open a new PM to write to her.
4. If not linked to a Handle, then pop up an Error Message.

Using "search" on particular boards, you can sometimes find a non-matching Handle name for a given Provider name.

whenever i search for a particular provider here, i can find her profile, review page, etc...but there is no link to message her.  i try and send a pm to her name, or even ter id# and the system says no one exists by that name.

No VIP...No messages can be sent or viewed.

I noticed that when I left for a while.

No suggestion to add PM to profile is needed. The direct link to PM from the profile has been for a long while. (for all the ladies that have the provider VIP). Along the top of the profile there are 4 or 5 black buttons: "Review Provider," "Send PM," "Add To Favorites," "Report A Problem," and "Link To This Review."  
No PM link means she does not have provider VIP.

...buttons just under her provider name and her ratings. Looking from left to right the first button is "review provider", next is "send PM". Click that button and you should be able to send her a PM. If the PM form doesn't open (pop up) it may be because the provider doesn't have a TER account. Not every provider reviewed on TER is a member of TER. There are many providers that have no idea TER exist much less know they have been reviewed here. If they are members but don't have the provider VIP or paid VIP they will get your PM but won't be able to read it because non VIP members (either kind) don't have PM privileges.

You do have PM privileges because you have the provider limited VIP as evidenced by the link under your handle saying "see my TER reviews".

impposter is correct PM's are addressed to the members TER handle which may not be the provider name. The Send PM button takes care of the problem of not knowing the providers TER handle.

I never even took notice of the [Send PM] button on the Profile page! But it seems the a real TER Account Handle-name is required to get PM.

To the OP, search your local Ad Board for recent ads by the name on the Profile. There's a good chance that she posted the ad herself so you can match the Profile / Provider name to her TER Handle. (Sometimes, an agency or booker posts the ads for the Provider.)

Since the [Send PM] feature already exists, there's no need to go to the S&P board. If it doesn't work, it's for the reasons covered above (Profile Name / Handle Name).

The way I read her post, she is talking about the providers who don't have the PM button (which means they don't have VIP)

It's for someone who is reviewed (but not a lot) and is not on TER (and probably doesn't even know about it), so therefore the send PM option doesn't exist on her profile.  In this case, the only way to find contact info is to follow her ad website links.

You should have Limited Provider VIP, so the issue is not from your end. It is the receiver's end.

normally, i do see the pm button on every profile i have ever looked up.  this time however, it isnt there.  it has never happened to me before, so that is why i am confused.

this is for a reference, and nothing else the dude has given me has been verifiable, so it wouldnt surprise me if the two ladies he asked me to hit up for references doesnt pan out.  i tried to text both of them, but neither answered.  (though he said she told him she sent me a reply)
