I personally don't care who puts it on. All I care about is that sex follows quickly after that, otherwise I will lose my erection, since condoms remove so much of the sensation for me.
I guess that is a mixed blessing though. Because of the fact that they eliminate so much of the sensation, that means that to just keep an erection with one on, I have to pound a woman so hard and for so long that she will usually cum several times, while meanwhile I can't nut at all inside the stupid cover. I am surprised that provider will refuse it. It will cause less wear to the vaginal wall, and more sensation to the penis skin. It should be good for the providers because it gives more protection to the vagina, especially for those who meet multiple clients a day. The only downside is the look.

effectiveness compared to male condoms. I'm not skeptical, simply don't know. And in furtherance of MFisher's post below, I too have been with a provider who fumbled an FC and in retrospect did not install it perfectly, and that might be a factor affecting STD protection reliability as well.
They are more expensive and kinda new. I've had providers opt for male condoms even when I provided the FCs. It's not a question of using their own because I provided the male condoms also. A wise provider asks, "which do you prefer?" When given a choice.
Just look at the design of FC's and it's clear that there is less skin to skin contact than with male condoms. You can find studies on the net for about anything, but this ones just common sense. More coverage equals less skin to skin contact.

And they don't require a rock hard erection in order to keep them functional for the simple reason that they don't need any kind of phallus to keep them on: they are literally a liner for that delicious pussy.
For someone who only gets 40-60% hard, the condom is still doing its job (rather than getting bunched up and/or possibly rubbed off from the friction).
Also, for anyone concerned, it would be nearly impossible for someone to remove the condom, break the condom or otherwise try to sabotage the condom in such as way as to achieve what hobbyists on TER like to call "ultimate GFE." but the one, most important thing that I agree with you 10,000% about is how they feel. The first time I ever used one I thought the lady was trying to trick me (for what purpose I had no idea) into having sex bareback it felt so real.
I will concede that I have had many normal condoms fail over the years, dozens of them probably, but I can't really see how an FC could fail if used (lube, lots of lube) properly. Unless a guy was long enough to "knock the bottom" out of one. I just don't see them failing in any normal situation.
