Considering the national age of consent in Japan is 13 years old. However many prefectures, (i.e. county-state) have local laws making it 17 years old. The practice of enjo-kosai or "compensated dating" is used to avoid legal trouble because prostitution is still illegal. However prostitution is only defined as sexual intercourse in exchange for money. There are many forms of legal sex for money clubs where everything except FS is offered. There is also a fairly robust sugar baby scene in Japan as mistresses are traditionally tolerated.
