The agency is going to expect their share of a two hour date. She can make the conscious choice to stay two hours even if only scheduled for an hour, but she still has to account for her time spent to the agency. She can donate her time if she wants, but the agency hasn't made that agreement and never agreed to a two hour date at the price of a single hour.
An indy's time is her own, to do with as she sees fit. An agency girl is on the company clock and doesn't have that luxury, unless of course she lies to the agency she is working for. That does happen of course, but it does put her job into jeopardy.

If you will go back to his post, he did say she "extended" a date, so she was already on the agency clock. That is much different than scheduling a new date on her off time. I believe that is the explanation you were looking for.
