My default approach (assuming no directions from partner) is usually to suck and kiss the insides of the thigh to tease and warm up, then to the labia for starters (sucking them often elicits a major response), then move to tongue in V and then quit teasing and go for the C, usually the shaft rather than the tip, which can be too sensitive for direct touch, at least at first.  After a while, manually draw back the hood to expose the tip (if she isn't already out) and see if that works for her or if it's too intense.
