The below is from the pamphlet-length January 2016 review by a local guy who has one prior review (December) and obviously failed to read TER's rules regarding performance scores above "7":
"As for a justification for my rating of a 9 for overall performance:-She was very easy to work with
-She was understanding of my scheduling conflicts
-She didn't waste my time with unnecessary dialogue such as "are you affiliated with law enforcement"(law enforcement is not obligated to tell the truth, they are not obligated to reveal their status as a member of law enforcement, if anything you're only giving them more evidence of intent to commit a crime by asking)
-She responded reasonable quickly to all of my communications with her
-At no point did I feel like she had an attitude or became frustrated with me for asking a simple question
-She was very welcoming
-I actually enjoyed conversation with her
-She's very well taken care of
-She has smooth skin, no noticeable body hair
-There were no unpleasant smells(dirty laundry, bad breath, vaginal smells, body odor, etc.)
-She has very realistic pleasure sounds, movements, and reactions
-If she does clock watch, she does it discreetly enough I didn't notice

-Changing sex positions with her is very fluid

~ how was it a failure on requirements for above a 7 ? According to FAQ offering BBBJ and anal makes her score a possible 9 unless other things are offered the reviewer didn't mention then she could get up to a 10.
As per the FAQ:
An escort provider is only eligible to earn up to a 7, unless she is willing to perform one or some of the following during a session: Kisses With Tongue, Bare-Back Blow Job, Really Bi, and Anal Sex. For each of these services that are offered, her potential max score is raised by one point, with 10 as an absolute maximum.

His list of 25 items might be helpful for one who care to read all of it, but most of them are irrelevant to the items listed in TER's rules. (I will resist the temptation to state for the umpteenth time my opinion that "bi" and "anal" are irrelevant to me.)
Anal may have no interest for you, but what about "being anal?" It seems you went to a lot of trouble re-typing all of this into a post just to make the point that the guy is not following TER guidelines in his review.

but worse than that, goldie is right, what the op has in the list (anal and bi) would easily add up to a 9 if the client wanted to give it.
nobody cares if the op doesn't like anal and bi; obviously the provider in question and the reviewer in question do, so under the ter guidelines a 9 is absolutely within rules.
(and we're not even discussing the very reasonable assumption that the provider most probably kisses with tongue; from the sounds of the list, she probably does).

He followed the guidelines as per ratings - so the issue you have is that he listed things instead of submitting a paragraph? I'm sorry but there is no guideline I know of requiring reviews fit a format other than requiring enough content. If you don't like how TER does things you can always start your own site. And for the "umpteenth time" ...? This is a new complaint from my seat with regard to bisexuality and anal being irrelevant to YOU. It's not irrelevant to everyone so please realize that every tool here may not be needed for your use.
I am still trying to figure out the problem other than simply YOU not liking something because I see no rule violations at all.

In my opinion TERs rating criteria needs to be updated.
-I think it's absurd to even speak about anal - except as a disincentive to see a provider.
-BB or covered blow job speaks to a level of protection during sex that a provider and a hobbiest are comfortable with (a bare-back blow-job is unprotected sex boys & girls).
-The score is all about the intangibles for me - if you have ever been with a true 10/10 you know what I mean...
