People like me work very hard to be extremely accurate, while also jumping the hurdle to be discreet enough in our photos, so no one in town is like "Hey, he's with Courtney Ova from TER!"  

It's a very tough thing to make perfect, and quite honestly, I've done what I can, and am going to let my hard work do the rest for me.  

I understand you are trying to avoid being like some guys - self-proclaimed escort ethics vigilantes, scouting out high end providers, and jumping and screaming when they found a flaw, or don't look like what they imagine a 9 or a 10 to be... (or literally stalk them and find them to see what they look like in real life, which I am sure happens... then write a fake review...) Or trying to avoid posting things like bad reviews just to lower her score to what HE thinks her score should be. (After all, these guys think they are gods, and know everything about beauty - including what another man should think about that specific woman's beauty. Psst. That's a control issue when a guy is lusting at a woman so much, he isolates her from other men discreetly and gets a power high from holding something over her head.)

But you - no - if this case is what you state, (not person in picture, doesn't provide services as promised, etc.,) you are not being a bad person. This is what reviews are for. If you didn't literally seek them out for the sake of the hobby, just to find flaws while you still have sex with them anyway, then write a bad review to discreetly and blamelessly isolate her, or give her a bad reputation because you hate women - you're fine.

Carelessness is one thing, where people just pop up reviews with no thought of the woman, they just do it for free VIP... whatever... but it sounds like you want to utilize the review system as it was intended for.  

I say write one, but if you think you'll feel bad afterwards, give yourself a few days to think about how you would want to approach it fairly. And by fairly, I also mean within the 3 month time frame from the date you saw them, because - as TER says - a lot can change with a provider in 3 months. Shit, I went from cheek bone length hair to below my collar bone in 5 months. (Mid back with real hair extensions, which I couldn't wear until the hair hit my shoulders..)

So anyway, some things to think about. Again, if you're not trying to save the day by purposefully seeking out flaws to shout on the rooftops, then I personally think you're just helping the community - and us girls who really do see the importance of accuracy in service and looks, and also actually put the work in to do that. Don't always assume malicious intent on their part. Don't be malicious. Just be fair.

If the girl wants to do well, she can start advertising properly, or escape the pimp she's under. A lot of these women don't even see their ads if they are under a pimp or sometimes even an agency. And definitely not her reviews. That's also something to think about.

Over the past two days have tried to connect with providers not listed on this site as there really aren't a lot of options around here and the ones that are reviewed are pretty much in the avoid category or no reviews for over a year.  In any case both were a total bust and I left as neither looked like she did in photos, one wasn't able to provide the service (lap dance in garter belt/bra/stockings) as agreed to.  In addition her room smelled like a hookah bar from the cigarette smoke.   Not sure of the proper protocol for TER when it comes to experiences like these.  

I don't want to trash them but also want others to have an idea of my experience so they can make their own judgments.  OK to review or no?

It sounds like you left by the mention of the providers not being the same as their pictures.
If you want you could mention it on your local board to let other guys know.
I know you mentioned in your area there is not a reviewed ladies and there are some who have not had a review in a year.
Have you looked at their ads and/or websites to see if they are still active?
Just because they have not had a review in a year here does not necessarily mean they are no longer working.
Maybe they see regulars who do not review,have a no review policy,are reviewed on other sites,or ter is not used as much in your city versus maybe another site

...follow through with the appointment because of the provider's deception.

...with the appointment. TER won't allow a review of No Call No Show's because you didn't actually meet her face to face. But meeting her and deciding she had misrepresented herself in some way causing you to leave not continuing with the appointment is reviewable.

Thanks for the very thoughtful and detailed response, you have hit the nail on the head as far as the considerations and what I thought were the correct actions.  I think the best advice is to wait a few days and then decide.

Grand scheme of things a couple hundred extra for that is a better investment than another bad experience. Not your fault you live in a hobby wasteland, but not insurmountable either.

So I decided to go ahead an post a review as I felt one of the providers was completely a scam in a $hitty location...TER declined to post as she had no other reviews, but if she gets more I can post again.  Not sure I understand the logic but oh well, I tried to warn others.
