There are hundreds, maybe thousands of agencies, do you really think they all have the same standards?

Most high-end indie girls get themselves tested frequently.

The lady is only as safe/clean as she wants to be regardless if agency or independent.

I would say that for the most part you are ok with a TER gal

But from my personal experiences, they would be in the minority.   I've worked for a handful of agencies over the years and at most of them NOT ONCE was this mentioned.  

The agency I worked for the longest, however, went by an honor system when hiring.  They expected the ladies to be honest and if one turned out to have something that was not curable (whether she had it when hired or caught it later), she could no longer work for them.  
So if a client reported something suspicious-looking or that he had in fact caught something, then the lady would have to get tested to prove she was clean or she was gone.  

To my knowledge, though, this never happened while I worked for them.

Not sure where you heard that agencies test their girls.  

When I was new, I worked for a bunch of different agencies in NYC. Some were considered very reputable, by TER standards. A few operated by private referral only, and employed less than 10 girls at any given time. One charged $1.2k-5k/hr. I also worked for a few UTR madams. NOT ONCE did I ever get asked about STD's. I don't remember that topic ever even being mentioned.

What was mentioned? Well, all of the agencies on TER asked me about a willingness to kiss, and do BBBJ. Greek would be a plus, as would doubling w/other girls. As for the non-TER agencies, it was just...'What's your bra size? How much you weigh?' Then, 'When can you start?'

For one agency, I had to sign something saying that I was an independent contractor, and that payment was for time only. So they couldn't exactly justify mandatory STD tests for new hirees, if we were just getting paid for our time.

#6969, subparagraph 13(a)(iv):  "All whorehouses employing two or more prostitutes must obtain STD tests for each cocksucking daddyfucking asslicking individual employed on a part-time or full time basis at least once every five (5) (v) (cinco) days, in order to protect any monger who (1) is so clueless that he thinks there is a standard fucking operating procedure for all agencies in the GD cuntry and/or that any human being knows whether such is uniformly adhered to or (2) doesn't know how to use the search tool on TER. ...that negative HSV results only mean the virus wasn't active during the test?  And that negative HIV results mean there weren't antibodies to HIV present in the bloodwork?  Even if agencies did test, they would have to do it very frequently to be meaningful.

That said, this indy girl gets tested and results are available to anyone who wants to see them.  Just got an all clear last week in fact, with the HIV RNA early detection test

They sell companionship, not sex.
They would be openly admitting something potentially wrong.
