in the guidelines for ratings based on what the provider did. It says that TER admins can lower the score based on what the review says. Would the same apply if the score is low yet the review indicates that she deserved a higher rating? and more importantly, how often you thing admins actually take the time to adjust the ratings?

I would like to know too. I know I had mine edit once by admin. He rated me high but it went down a point because Greek wasn't included but to be that high I would have needed it. Ratings are both great and bad I guess. What one considers the extra mile, really isn't I guess....

it does not matter if certain acts are done or not, it is what is offered

Given the number of reviews that are submitted and the likely number of people TER employs to vet reviews, I don't think that happens.  Also keep in mind the number of complaints that appear here about review scores.  So my guess is "no."

not that simply offering a service "entitles" her to a high score.

IOW a woman can offer Greek, DFK, and a full blown orgy complete with small animals and power tools, but be so bad at it that she still only deserves a three for performance.

Admin will only step in if the provider is not "eligible" for the higher score, they can not (nor should they) edit the score upwards simply because of a wide menu. It is still up to the reviewer to score the session as he saw it, not admin or anyone else.

There is one case however where Admin can and will (if they catch it) lower the performance rating of a review even if the provider is eligible for that score based on her profile: if there isn't enough review history or other written evidence to back up the profile. Eg the profile says Anal but there's nothing in any review or anyplace else (like mention of up charge for Greek on her web site) to prove she actually does it.  

No, you won't see that mentioned in the rules. Would be nice it that was the case!

rated to high based on performance. TER admin didn't change my score they simply refused to post said review until my score was inline with the rating system. YMMV

I have had reviews turned down as well because the score was too high for the service offered according to the profile. Even though I indicated that the additional services were offered (and received in my case), the review was rejected, and I wasn't allowed to edit the profile through problems reports. I could only submit a review with a higher performance score after the provider changed her profile to clarify what she offered.  

I won't claim that TER has been consistent on this, but they seem to be getting more serious about enforcing the ceilings on performance ratings vis-a-vis the profile. This is fully consistent with their longstanding rules on scoring.

The profile sets the ceiling or the performance, but lower scores on performance are admissible. They don't raise scores above a 7 because other services are offered.
