[Obama] … I was the first to call for a 100% auction on the cap and trade system, which means that every unit of carbon or greenhouse gases emitted would be charged to the polluter. That will create a market in which whatever technologies are out there that are being presented, whatever power plants that are being built, that they would have to meet the rigors of that market and the ratcheted down caps that are being placed, imposed every year.
So if somebody wants to build a coal-powered plant, they can; it’s just that it will bankrupt them because they’re going to be charged a huge sum for all that greenhouse gas that’s being emitted.
…. You know, when I was asked earlier about the issue of coal, uh, you know - Under my plan of a cap and trade system, electricity rates would necessarily skyrocket. Even regardless of what I say about whether coal is good or bad. Because I’m capping greenhouse gases, coal power plants, you know, natural gas, you name it - whatever the plants were, whatever the industry was, uh, they would have to retrofit their operations. That will cost money. They will pass that money on to consumers.

The amazing thing to me is how many people who are supporting Obama do not agree with his policies. This is a typical example.
Obama has always been allied with the stronger elements of the conservation movement, which, in turn, has been very open about the desireability of higher gas prices to cut use.
It is undeniable that this is part of their method of dealing with the problem. Indeed, this is the idea behind cap and trade - make it more expensive.
When gas prices were at there highest, causing disruption, Obama said that it was bad that prices rose that quickly. This is consistent with a belief that they should be higher, but they should get there at a rate that doesn't cause "too much" immediate damage.
The amazing part is that many people that I know disagree with his views on this subject and support him. I have seen them disagree with him on numerous other topics, and yet continue to support him.
I cannot explain it.

I can't tell you how many conversations I had where the Obama supporter disagrees with his positions and says, "He doesn't really mean that."
I had one earlier today. I said I didn't want the country "fundamentally transformed," and was told Obama doesn't really believe that either.
Whether it is specific programs or general philosophy, I have had scores of people tell me that he is just saying things and he won't really do them.
I cannot understand that at all.
He's been doing it for months. Apparently he knows exactly what Obama means, regardless of what he says or does to the contrary.
