I don't know how they justify such a screwed-up definition.  For an independent woman who traveled to the UK on her own, and discovered a market for her skills, the trafficking charge would be levied against the escort.  Although I doubt they'd be able to successfully prosecute - odds are they'd deport the worker instead.
