If you want a more fair analogy, think of it as calling a plumber. If the plumber doesn't have another customer or ten ahead of you, and is simply waiting by the phone for someone to call, he "might" be there in 30 minutes. OTOH, if there are other people ahead of you booking his time, you might have to wait hours or even days for him to squeeze you in.
