Is this always true? Absolutely not - but if you've been with an agency lady at the end of a long day after multiple appointments, you MAY notice this. I have. These ladies are only human afterall. Of course, to be completely fair, you'd have to contrast this service with how she performed at another time... Also, independents are less likely to be over-booked to the point that service is affected.
Regarding the claim by providers - I recall one lady who considered herself elite and claimed to be VERY low volume who said she ONLY had three appointments per day. Seems like a bit much to me to make the "very low volume" claim, but this demonstrates how there are no standards for these terms.
