So said a mayor of New Orleans around the time the legal prostitution district of Storyville (adjacent to the French Quarter), which was in existence from 1897 to 1917.  The quote comes from "Empire of Sin--A Story of Sex, Jazz, Murder, and The Battle for Modern New Orleans."  

Even though I have lived during 50 years of change in civil rights, same-sex marriage, and decriminalization of marijuana, I do not expect to see legalization of prostitution in my lifetime.  The USA is a "third-world" country when it comes to sexual attitudes.

It was a scandal in 1978 when it was released because Brooke Shields was only in her mid teens when she played the daughter of a prostitute (a young and hot Susan Sarandon) whose virginity is auctioned off.  But it seems like an accurate portrayal of that world.
Some of the interiors were set in a gorgeous old mansion in the Garden District that today is a hotel called The Columns.
And you are right about the puritanical leanings in the US

Every time I have gone to New Orleans I have stayed at the Columns. Great place. Incredible porch over looking St Charles Ave. Perfect for sipping whiskey and watching life pass by.
